[Seminar]12月6日 環境班によるプレゼンテーションと藤村建夫様による御講義

 On December 6th, the Environment group made a presentation on the COP17 and Mr. Tatsuo Fujimura, Chairman of the Myanmar-Japan Eco-tourism, delivered us a lecture on the present situation in Myanmar. Firstly, the Environment group explained the transition of the concepts of environment among the international society, the history of the COP, and the challenges of the Kyoto protocol and the COP17. After their presentation, we discussed which the better way is for the next agreement, the top down or the pledge and review. Next, Mr. Fujimura lectured on the situation of politics, economy and eco-tourism in Myanmar. He explained the overview and role of the eco-tourism. And he also mentioned the history, new politics system and situation of economy in Myanmar. (Kana Hashimoto)

[Seminar]11月29日 「開発経済班の学べる国際貿易講座」とJames Greenさんによるご講義

 On November 29th, the Development and Economy group made a presentation on UNCTAD, and Mr. James made his presentation on the 2011 London riots. Firstly, the group explained the background and activities of the UNCTAD, then Kim gave in details the optimistic view based on the theory of comparative advantage, and Iijima showed the pessimistic view based on the Keynesian economics. Additionally, Kodatsu mentioned South-South cooperation. After their presentation, Mr. James, a member of the Daiwa Scholars 2011, came and made his presentation on the London riot in 2011. He gave us a comprehensive piece of information about the riot. He also emphasized that there were many riots in London historically. (Dona Jung)

[IntOrg]November 29th “Overview of the World Bank and development reform and future prospects” (Ms. Mika Iwasaki)

 On 29th November 2011, Ms. Mika Iwasaki, a senior communications officer of the World Bank Tokyo office, delivered a lecture. Firstly, she introduced the outlines of the World Bank group such as IBRD and IDA, and the background of the establishment of the World Bank. Then She explained that the World Bank financed Japan in 1950’s and 1960’s. Japan utilized these finance for making power plants and improving infrastructures. She also mentioned the development paradigm shifts and the new approaches as the examples of multi-sector approaches to health. Finally, she referred to the global priority such as agricultures and climate changes. (Mai Kato)

[Seminar] <Autumn Training Camp> Discussion towards the Improvement of Seminar Management (November 27th)

 On November 27th, as a part of the training camp programe of the Hasegawa Seminar, we had a discussion on seminar management for the future, and enjoyed hiking and BBQ. In order to improve our seminar, we talked with senior members about the following: comprehensive seminar management, how to manage the seminar class, the next study-tour and seminar camp, and valuation of the class. [Seminar]<Autumn Training Camp> Shogo Yoshida Lectured How to Write a Paper (November 26th)

 On November 26th, Shogo Yoshida, one of the members of the Hasegawa Seminar, delivered a lecture on the way to write a paper. Firstly, as an introductory part, I remarked on the essence of the paper such as what research and writing are, the meaning of telling own outcome to someone else, and the flowchart to write own paper. Secondly, as a practical part, I told the following: how to have awareness of the issues, what the themes of own paper and how to form own paper. Thirdly, as an applied part, I mentioned the main points of the valuation bases and what copyright is. Finally, as a Q&A part, some students asked me several question. And we also discussed how we can write much better papers. Though my lecture, I really hope they make more efforts to write papers hardly and highly. (Shogo Yoshida)

[Diplomacy] British Ambassador David Warren Speaks to Students at Hosei University (November 16th)

 The fifth dialogue with an ambassador was held in the Sky Hall of the Hosei University on 16 November 2011 with H.E. Ambassador David Warren of the United Kingdom to Japan. First of all, Ambassador Warren explained the meaning of his being “Her Britannic Majesty`s Ambassador to Japan.” and how he was carrying out his responsibility to represent the interest of his country. After that, he spoke about the significance of trade liberalization and economic cooperation taking place in East Asia and also mentioned the security situation in Afghanistan and the Middle East. Ambassador Warren emphasized the importance of international cooperation.
Secondly, he explained the economic relationship between Japan and the United Kingdom. After his presentation, Hosei University faculty members including Professors Satoru Mori and Kwon Hoyon, and Associated Professors Alan Meadows and Hiromi Fujishige made their comments. Several students then asked Ambassador Warren questions about the changing British foreign policy, the financial crisis in Europe and other issues. (Saki Sakamoto)

 At the invitation of the chair of a meeting of the combined foreign and defense study groups of the Democratic Party of Japan, Professor Hasegawa attended its meeting on 14 November 2011 held at a conference room of the House of Representatives building at Nagatacho, Tokyo, and presented his views of what Japan can do to contribute effectively to enhance United Nations peace keeping operations. 11月14日(月)に衆議院議員会館で開かれた民主党による内閣・外務・防衛合同部門会議「PKOに係る勉強会」にて長谷川教授が「日本に求められる国際貢献とは何か」と題した講義を行いました。長谷川教授は37年に渡る国連での経験を基に、法改正における基本的な概念、国連平和活動での概念を説明したのち、国際平和活動における日本の貢献案を提案されました。講義後には、議員の方々との活発な質疑応答が行われました。(近藤れな)

[IntOrg]2011年11月15日 国連人権理事会の制度構築とUPR(外務省人権人道課長 阿部康次様)

 On 15th November 2011, Mr. Kouji Abe, Director of the Human Rights and Humanitarian Affairs Division of the Foreign Policy Bureau of the Ministry of Foreign Affairs, lectured on the United Nations Human Rights Council (UNHRC). Firstly, He introduced several treaties to protect human rights as universal values. Then he explained the background of the UNHRC and the difference between the UNHRC and the United Nations Commission on Human Rights (UNCHR) which is an ancestor of the UNHRC. In his explanation on the institution-building of the UNHRC, he mentioned the Universal Periodic Review (UPR) and the special procedure in a particular country or theme. And he talked about the Office of High Commissioner for Human Rights (OHCHR) as a department of human rights in United Nations Secretariat. Finally, in terms of the diplomacy of human rights in Japan, he referred to the importance of dialogues and cooperation on the basis of the positive linkage. (Yukihiko Masuda)

[Diplomacy]November 9th “The Next Steps: What Lies Ahead for the US-Japan Relationship”(H.E. James P. Zumwalt)

 On November 9th, H.E. James P. Zumwalt, Deputy Chief of Mission of the US Embassy in Japan, came and made his speech in the Diplomacy class. He delivered the speech on ‘The Next Steps: What lies ahead for the US-Japan Relationship’, after the opening speech by Professor Mori Satoshi, the Chief of the Department of the Global Politics. In his speech, he especially focused on the following three points: security relationship, economic relationship, and people to people relationship. He also told with an emphasis that Japan and United States share common interests and values such as liberal democracy. Following the keynote speech, under the Professor Suzuki’s moderation, Professor Mori and Associate Professor Meadows gave their comments. Then some students asked various questions to Minister Zumwalt. After that, Professor Hasegawa lastly suggested to him, “Sharing common interests are important, but the economy is not everything. Moreover, we should share each other’s uniqueness and respect each other’s position.” (Dona Jung)

[Seminar] 2011年11月1日 新ゼミ生を選抜する面接

 On November 1st, Professor Hasegawa and the seminar members had interviews with candidates for new students of the seminar. Professor and the seminar students asked some questions based on their principles which goes “we recruit students who can take initiatives with a leadership and have good academic skills.” We asked the candidates about papers which they wrote, their awareness of world issues, where they would like to go on a study tour next year, and so forth. They are going to be evaluated by all seminar students and professor with fairness. In the interviews, freshmen answered questions passionately. It was, therefore, the great opportunity to remind what we thought when we had applied to enter the seminar.(Takato Usui)

 On 1st November 2011, Professor Hasegawa lectured on the status and challenges of the ASEAN with an emphasis on the economic integration. Firstly, he explained the structures and institutions of the ASEAN, and the outcome of various conferences. And he indicated the ASEAN Free Trade Area Agreement concluded in 1993 and the Common Effective Preferential Tariff agreed in 1992 as trends of ASEAN for economic integration. He also mentioned in details the challenges faced by ASEAN. [Diplomacy] 2011年10月26日 日本と中国の外交関係

On October 26 2011, Professor Hasegawa firstly showed us a video about diplomatic relations between Japan and China in his class on “Foreign Policy”. Contents of the video were dual diplomacy related to Senkaku Islands and meetings between heads of China forces and former heads of Japanese Self-Defense Forces.  On October 25, in the international organization class, Prof. Hasegawa gave his lecture on the theme of ‘Millennium Development Goals part 2’. He used the Millennium Development Goals Report 2010 to assess a progress towards the MDGs. By analyzing data and graphs in this report, he ascertained whether the goals are achievable and what are the obstacles. [NEWS] Evolution of UN Peacekeeping Doctrines

 At the invitation of Mr. Vesselin Popovski, Director of Peace and Governance Programme of the United Nations University, Professor Hasegawa spoke to a group of about 20 graduate students for two hours on 20 October 2011. The students were from Africa, Asia, Australia, Europe and New Zealand. Half of them were studying for masters degrees, while the rest pursued a six week international course. Upon completion of Professor Hasegawa’s discourse, the students asked many questions and engaged in a lively discussion on how the doctrines, policies and practices of UN peacekeeping operations changed over the past two decades since the end of the Cold War.

[Diplomacy] 2011年10月19日 国連と日本外交の現状と展望(外務省総合外交政策局参事官 宮島昭夫様)

 On 19 October 2011, Mr. Akio Miyajima, Deputy Director-General of the Foreign Policy Bureau of the Ministry of Foreign Affairs delivered a lecture in the Sky Hall. Firstly he explained about problems about the United Nations and the world globalizing rapidly, used Ban Ki-moon U.N. Secretary General speech. Secondly, he talked about diplomacy between Japan and UN, and presented the support from each country when the East Japan great earthquake disaster occurred on March 11. Furthermore, He spoke, being related to a speech of Prime Minister Noda, importance of the contribution to the global community as thanks to support. Then, he referred to problems such as the human and finance contribution of Japan to the United Nations, and at last, he advised to students who want to become UN staffs. (Mai Kato)

[Seminar] 2011年10月18日 人権班による死刑制度についてのプレゼンテーション

 On October 18th, the human rights group members made several presentations on the Capital Punishment. Firstly, they explained the old theory and European thoughts. Secondly, they picked up some treaties and the problems. To think about it, there is the question, “There any norm above laws?” they also explained it. Lastly, they talked about the contemporary thoughts of the capital punishment and the four main points at the issue.  On 18th October 2011, Mr. Hasegawa Shinichi, Director of ILO Office in Japan, gave us a lecture on “ILO and Asia, Decent Work”, and explained activities of ILO toward natural disasters. In particular, Mr. Hasegawa mentioned ILO coping with Aftermath of the 2011 Tōhoku earthquake and tsunami, also he explained ILO is technical assistance to some countries such as Sri Lanka. And as he lecture, emphasized “Decent Work for All” based on setting international labor standard, monitoring system of the standard, and international technical cooperation program. After exposition of “Decent Work for All”, Mr. Hasegawa commented his personal opinions about “foreign labors”, “immigrants”, and “Convention Concerning the Prohibition and Immediate Actions toward the Elimination of the Worst Forms of Child Labour”. Moreover, Mr. Hasegawa expounded changes of global labor market with china economic growth. Finally, he mentioned the importance of 4 strategic objectives of Decent Work by ILO and also about Decent Work of Japan in the future. (Minshik KIM)

[Diplomacy] 2011年10月12日 日本の安全保障外交の変遷と展望

 On October 12 2011, Professor Hasegawa first explained in his class on “Foreign Policy” the evolution of security arrangements made by nation states in achieving their national security. These included a traditional security alliance to various collective security arrangements. He explained the significance of a newly emerging conception of human security in the rapidly globalizing world. He then delivered a lecture on the theme of “Japanese defense policy”. Secondly, he explained the current condition and agenda of Japan-U.S. security and defense cooperation arrangements. Finally he told us that the process of foreign policy formulation and implementation of a democratic nation is influenced very much by its domestic factors such as how people perceive its appropriateness. [Seminar]2011年10月11日 環境班によるゴミ問題に関するプレゼンテーション

 On October 11, the Environmental group made a presentation on definition of the garbage, the situation of East Timor and Serbia, the problems of these places, and how to resolve these situations. After the presentation, we discussed possible ways for resolving the problems. From each groups point of view, to resolve these problems, we reached out the conclusion that we should promote education and infrastructure. (Sayuri Maruyama)
