 The world-wide Academic Council on the UN System (ACUNS) has just published Professor Hasegawa’s article entitled “Peace Mission Leadership: Achieving Unity of Efforts” in its newsletter issue No.4, 2012. In this article, Professor Hasegawa points out the importance of situational leadership that forges the relationship of trust and confidence and enhances the commitment of national leaders to communal and national interest.

[NEWS] Actress Norika Fujiwara Congratulates President Ramos-Horta (29th November 2012)

 At the end of the ceremony on 29th November 2012, Actress Norika Fujiwara congratulated former President Ramos-Horta on his having received an honorary doctorate degree in Law from Hosei University. Ms. Fujiwara has visited Timor-Leste twice and became a good friend of former President Ramos-Horta. In spite of her busy filming engagements, she came to Hosei University to meet with the former President. She also showed some photos she had taken during her stay in Timor-Leste. (Shogo Yoshida)

[NEWS] Hosei University Grants Honorary Doctorate to the President José Ramos-Horta (29th Nov 2012)

 On 29th November 2012, Hosei University President Toshio Masuda granted an honorary doctorate in law to the former President José Ramos-Horta of the Democratic Republic of Timor-Leste. Mr. Masuda recognized José Ramos-Horta’s contributions to achieving independence and political stability after independence. The certificate of the honorary doctorate degree was read by Vice President Akira Tokuyasu of Hosei University. Mr. Satsuki Eda, the former Minister of Justice, Mr. Kishiro Tanabe, Lieutenant General and Vice President of the National Defense Academy, and Mr. Toshio Yamamoto, Director of the Second Southeast Asia Division of the Ministry of Foreign Affairs, made congratulatory remarks to President José Ramos-Horta for having received the honorary doctorate in law from Hosei University. During the discussion session that followed President Ramos-Horta’s memorial speech, Mr. Shogo Yoshida asked for the President’s view on the nationalistic policy advanced by some political parties. The President advised about the tendency to take a strong position by politicians during the electoral campaigning but a more cautious approach they take once they form a government. In his concluding remarks, Professor Yuji Suzuki noted the significance of contributions made by former President José Ramos-Horta in conflict resolution and management. After the ceremony was completed, actress Ms. Norika Fujiwara presented a bouquet of flowers and opened explained photographs that had taken in Timor-Leste that we exhibited in the hall way. [NEWS] Former President Ramos-Horta Calls Upon Japan, China and Korea (28th Nov 2012)

 In his U Thant Distinguished lecture delivered at the UN University in Tokyo on 28 November, Former President Ramos-Horta of Timor-Leste called upon Japan, China and Korea to rise above their differences on what happened in the past and territorial issues. Noting that the maritime territorial issues tended to divide countries, he proposed an establishment of a joint development area and sharing of the benefit of exploitation of maritime natural resources. He also proposed that the countries of Asia form a cooperative association or union as European countries have established the European Union and African countries, the African Union. Professor Sukehiro Hasegawa of Hosei University commented on two of the points made by Former President Ramos-Horta relating to the need for strengthening the national and local capacity for governance and the relationship among truth, justice, reconciliation and peace. Several participants then made comments and raised questions. The meeting lasted half an hour longer than planned. On 30 November, President Ramos-Horta also made a courtesy call on Vice Rector Kazuhiko Takeuchi of the UN University and received an explanation from the Vice Rector about the roles and activities of the University. [NEWS] Hosei University Department of Global Politics Joint Seminar: Study-Tour Report Programme (21th Oct 2012)

  On 21 November 2012, Hosei University Department of Global Politics Joint Seminar Study-Tour Report Programme was held at Hosei University. Mr. Hiroaki Suzuki, the head of Suzuki Seminar class, delivered opening remarks.
The programme started from Hasegawa seminar’s three presentations, “Sustainable Development of Myanmar”, “the way to EU -Possibilities of OHR’s withdrawal-” and “the roles of non-formal Education in Bangladesh with the view of International Organizations”.
  Next, Suzuki seminar class students presented “the prospects of Myanmar’s democratization”. They had raised their own 7 questions towards Myanmar’s democratization before the tour. Along with the organizations they had visited, they shared four points, reconciliation of ethnic minorities issues, economic development, democratization and political stabilization and consciences of citizens whom they had met in Yangon toward their future. Finally one seminar student pointed out that international community kept watching Myanmar’s own process of democratization not to impose on the Western way.
  Finally, Goto seminar students gave a presentation ”Japan’s way of dealing with Rising Asian Countries -from the view of International development cooperation with the 60th Anniversary of Japan-India Diplomatic Relations-”. They started it with the tour highlight movie. In explaining the main theme, Ms. Ryoko Arai, the head of Goto Seminar class, noted that for sustainable India’s development wide variety actors are co-working and, Japan and rising Asian courtiers should be mutual complement partners. Finally all of Goto seminar students stated their dreams in international development cooperation fields energetically.
  Presenters received many of critical comments and informative opinions from Guest commentators. Professor Kazumi Goto noted that this event should be held every year as one of the main events at Department of Global Politics. With Mr. Yasuki Uchiyama’s closing remarks, this Joint seminar Study-tour report programme was warmly ended.

[NEWS] Professor Hasegawa Speaks to Japanese Defense Personnel (1st Oct 2012)

On 1st October 2012, Professor Hasegawa made a presentation on the major organizations of the UN and peacekeeping operations to the Japan Self-Defense Forces personnel at the National Olympic Park Center. In the first part of his presentation, Professor Hasegawa explained about five roles of major international organizations. In the second part he indicated four “generations” of changes that took place in the UN peacekeeping operations.The third part dealt with the role and authority of the Security Council and the enforcement process of mandates. In the fourth and fifth parts he spoke about his activities on the location and the lessons he had learned from his various experiences such as the Special Representative of the UN Secretary General (SRSG) in Timor-Leste. [NEWS] Fifteen Timorese Students Interacted with the Hasegawa Seminar Students (28th June 2012)

 On 28th June 2012, the fifteen Timorese students visited the Hosei University and the Hasegawa seminar students welcomed them. Upon arrival of the Timorese students at Hosei University, five Hasegawa seminar students guided them around the Ichigaya campus. After the campus tour, the Hasegawa seminar students numbering sixteen and the Timorese students had an informative discussion following opening remarks made by H.E. Mr. Isilio Antonio de Fatima Coelho da Silva, Ambassador of the Democratic Republic of Timor-Leste to Japan and Professor Hasegawa. Finally, both Timorese and Hosei students exchanged their views and built their friendship over informal dinner. (Sayuri Maruyama)

[NEWS] Peacekeeping Training Held in Yaoundé, Cameroon (25th March 2012)

 With the financial support of Japan, the Ecole Internationale des Forces de Securité (EIFORCES) of the Government of Cameroon organized a peacekeeping training course from 19 to 30 March 2012 at the Palais des Congress in Yaoundé, Cameroon. The peacekeeping seminar was formally opened in the presence of Cameroonese Secretary of State in charge of Gendarmerie Jean-Baptiste Bokam, Japanese Ambassador Tsutomu Arai and American Deputy Chief of Mission Lisa Peterson. General Mohammadou Hamadicko of Cameroon, in his capacity as Director of EIFORCES, oversaw the content of the course and suitability to the African context of peacekeeping operations. [NEWS] 10th Anniversary of the Restoration of Independence of Timor-Leste and Establishment of Diplomatic Relations between Timor-Leste and Japan (9th March 2012)

 On 9th March 2012, Timorese Ambassador Coelho hosted a reception at the Hotel New Otani in Tokyo to celebrate the 10th anniversary of the restoration of independence of Timor-Leste and the 10th anniversary of the official establishment of the diplomatic relations between Timor-Leste and Japan. Foreign Minister Zacarias Albano da Costa spoke about the stable situation in his country and the friendly relationship between Timor-Leste and Japan. He expressed his appreciation of support extended by Japan. Mr. Joe Nakano, Parliamentary Vice-Minister for Foreign Affairs, thanked all Timorese people for giving aid to Japan when the earthquake occurred to Japan a year ago. The amount was large in relation to the size of Timorese population. Mr. Satsuki Eda and Mr. Tsurunen Marutei, members of House of Councilor and former and current President of the Timor-Leste Japan Parliamentary Friendship League also spoke warmly Timor-Leste. The reception was attended by more than 300 people including sixteen students of the Hasegawa seminar who had visited Timor-Leste participated in the celebration. Two of were dressed in Kimonos. [NEWS] Farewell and Welcome Dinner for Graduate (6th March 2012)

 Ms. Nadia Wang from Taiwan graduated successfully with a Master’s degree in political science. She wrote her master’s degree thesis entitled, “Climate Change, Global Justice and Democracy: the Post-Kyoto Dilemma”. Mr. Umid Makhmudov from Uzbekistan was admitted to the Hosei Graduate School from April 2012. On Tuesday, March 6th, Professor Hasegawa hosted a dinner for Nadia and Umid. Other graduate school participants were Ms. Gunji, Mr. Nakamura and Mr. Toriumi, Ms. Ikeda (graduated in2010) and Ms. Asano (2011) also joined in the dinner party. Mr. Nakamura and Ms. Gunji will study in the United Kingdom from September 2012 for one year. Professor Hasegawa wished all of them well in their studies and good health. (Masumi Asano)

[NEWS] Five of the Hasegawa Seminar students attended the Symposium on the Career Development in the Field of Peacebuilding (27th February 2012)

 On 27th February 2012, commissioned by the Ministry of Foreign Affairs of Japan, the Hiroshima Peacebuilders Center held the 5th anniversary of the “Program for Human Resource Development in Asia for Peacebuilding” at the JICA Global Plaza, Tokyo. Five of the Hasegawa Seminar Class, Yusuke Noda, Lena Kondo, Shogo Yoshida, Keiki Takemasa and Akiho Terauchi, took part in this symposium. In the first session, Professor Hasegawa introduced Ms. Judy Cheng-Hopkins, Assistant Secretary-General for Peacebuilding Support Office in the United Nations Secretariat, who delivered a keynote address on United Nations and Peacebuilding. Five panelists, Ms. Michiru Tamanai, Ms. Kaoruko Seki, Mr. Toshihiro Nakamura, Ms. Hiroko Miyamura and Mr. Patrice Chiwota, made insightful comments on the career development in the field of UN Peacebuilding and the outcome of the Hiroshima Peacebuilders Center (HPC) Program. In the second session, three HPC training program graduates told their experiences in various parts of the world working as staff of UN agencies, funds and programmes. Finally, in the panel discussion, Professor Hasegawa proposed the way to continue and to improve the Hiroshima Peacebuilding Training Program which he found was making a significant contribution. He also emphasized the peacebuilders should firmly put their hopes to the leaders and people of the post-conflict countries that they could rebuild their countries by themselves in a self-reliant manner.
