On October 11, the Environmental group made a presentation on definition of the garbage, the situation of East Timor and Serbia, the problems of these places, and how to resolve these situations. After the presentation, we discussed possible ways for resolving the problems. From each groups point of view, to resolve these problems, we reached out the conclusion that we should promote education and infrastructure. (Sayuri Maruyama)

　本日2011年10月4日、長谷川ゼミは新入生リクルート活動の一環として1年生を対象とした公開ゼミを行いました。4時間目は夏季休暇中に実施した海外研修旅行の報告会を行い、旧ユーゴスラビア圏に行ったグループ及び東ティモールに行ったグループそれぞれから発表がありました。旧ユーゴスラビア班はマケドニア・コソボ・ボスニアヘルツェゴビナ・セルビア各国における民族問題の相違・共通点について述べ、中でもマケドニアではペトロバツ群での現地小学生との清掃活動やUNDP・UNICEF等国際機関でのブリーフィングがあり言語・教育問題を中心とした民族融和への取り組みについて紹介されました。東ティモール班からは東ティモールの抱える公用語問題とインフラ、貧困問題、そして産業についてのプレゼンテーションがありました。主食すら輸入に頼る東ティモールがどのように米の自給自足を達成するか、またこれから工業化をすすめるにあたってのインフラ問題について紹介されました。5時間目は旧ユーゴスラビア班・東ティモール班・国内滞在組の3グループに別れて、各グループ内で「貴方がパン・キムン国連事務総長だったらどのような政策を立案するか？」をテーマにディスカッションを行い、バルカン諸民族問題と東ティモール言語問題に対してどのようなアプローチをしていけばいいかを議論しました。グループには一年生も混ざり、2年・3年生に混ざって活発なディスカッションが行われました。 (加藤 美翔)

　Today, Professor Hasegawa lectured about peace-keeping and peace-building. After, we divided into four groups and read selected chapters on environment, human rights, economic development and peace-building carefully. Finally, we discussed how best to improve the conduct of seminar. (Yuna Kitamura)

　On September 20th, some students showed the schedule in the second semester and the change of the class form. Following it, two groups made a presentation on the content and the result of the study tour in Timor-Leste and former-Yugoslavia. After the presentation, we discussed the talent we look for in next Hasegawa Seminar. Finally, some students explained about the concept of their seminar paper and Professor Hasegawa gave some advice. (Yuna Kodatsu)

　On July 12th, the Developmental Economics group made a presentation on the　historical background of fair trade and its necessity, solidarity, certification and challenges. After the presentation, we discussed possible ways for promoting the fair trade, from each group’s point of view; namely the private corporations and international organizations.　(Keiki Takemasa)

　On July 5, the memberrs of the Hasegawa Seminar Class elected its new leaders by secret ballot. The election of Mr. Soichiro Hirabayashi as Head of the Seminar and four others as Deputy Heads have been endorsed by Professor Hasegawa. 　On June 28th, the Peace Building group made a presentation on the definition of “intervention”, the concept of “Responsibility to protect” and its limitation. Libya was taken up as a case study of intervention by the United Nations. After the presentation, we discussed the theme of whether the series of the UN activities for the recent situations in Libya were appropriate or not, from each group’s point of view; namely the group of Human Right, Development Economics, and Environment. On June 14th, the justice group members made severral presentations on the legitimacy of actions taken by nation states in global politics. They explained the right of self-defense,the relationship between the nation law and the international law. After their presentations, the seminar students were devided into four groups: utilitarian, libertalian, communitarian,and structurist groups. And we discussed the implications of the murdering of Osama Bin Laden. (Eri Iijima)

On June 7th, human right group’s students made the presentation. The theme was the human right in former Yugoslavia. The first half we looked the history of Yugoslavia, history of ICTY and the result and the problem of ICTY. After that they explained IDP, Nationalism and reform of the judicial system with the cases. Then they picked up Serbian politics for its peace and development. (Nanami Ito)

Today, the environment group made presentations on environmental justice in nuclear power generation. They explained about the environmental justice, the history of environmental justice in the world and Japan over nuclear power generation, road to non-nuclear power life and environmental injustice of Fukushima nuclear accident. After the presentations, we divided ourselves into two groups and held discussions about “Do you agree with no use of the nuclear power plant? “　（Yuna Kitamura）

Today, firstly, we had a time to proofread a summary of the peace building group’s presentation for about 15minutes. Then, the development economics group made presentations on the post-conflict economic recovery. They explained the importance of infrastructure and its influence on various sides. Finally, we held discussions about action plans relevant to infrastructure rehabilitation in Afghanistan. Also five students participated in Skype communications with Ms. Erica Frey as part of the English Improvement Program. (Jieun Park)

　Two advisers of Secretariat of the International Cooperation Headquarters, Cabinet Office, Messrs. Tochibayashi and Yamamoto participated in our seminar today.
The Peace Building group made presentations on the transformation of the concept of security from national to human security. The group explained about the differences in approach of Japan and Canada for example and the reasons “Why does the Japanese government recommend Human Security so highly? “. After the presentations, both Mr. Tochibayashi and Mr. Yamamoto made their comment on the concept.
Finally we divided ourselves into several groups and held discussions about the definition of the human security. (Miyu Kameyama)

2011年4月26日のゼミでは、カンボジア特別法廷国際上級審判事の野口元郎様をゲストスピーカーとしてお招きし、講義していただきました。野口様には、国際刑事裁判の歴史から、カンボジア特別法廷、国際正義が国際刑事裁判の文脈のなかでどのように行使されてきたかを説明していただきました。過去の概略だけでなく、現在のカンボジアの市民の状況、タブー視されていた内戦やジェノサイドの事実をどのように次世代に伝えていくのかという取り組みなどを詳細に教えていただきました。（臼井崇人）
On April 26th, we invited Mr. Motoo Noguchi, an international judge of the Supreme Court Chamber at the Extraordinary Chambers in the Courts of Cambodia (ECCC). He made a presentation about how the international justice has been exercised the international courts. Mr. Nogchi provide us with not only an outline of its history but also circumstances of current situation of Cambodia. He also explained the significance of what the government officials and people tell facts of the genocides toward next generation. (Takato Usui)

長谷川ゼミナールは本日2011年4月12日13:30-17:00に富士見坂校舎F310において今年度初のゼミ授業を行いました。長谷川祐弘教授はまず初めに”平和”の概念がどのように変遷してきたのか説明された。平和とは、人間がただ単に死の恐怖から逃れ、安全な環境で人間らしく生きていける為の最低条件を満たすのみならず、人間としての尊厳を保ちながら生きていける状態であると述べられた。そして、国家の安全から人間の安全保障への移行、そして「人権」や「自由民主主義」の概念が、国連の平和構築活動の統合化にどのように影響を与えてきたかを説明された。（加藤美翔）

長谷川祐弘研究室は、2011年度最初のゼミ活動である春合宿が八王子セミナーハウスにて４月１日より３日まで行われ、これからのゼミ活動において２年生、３年生の垣根を越えて切磋琢磨できる環境が期待できる成果をあげて終了した。（野田悠将）

本日は、長谷川ゼミ本年度最後の授業を行いました。1限目に長谷川教授より年頭の挨拶を頂き、ゼミ試験、ゼミ論文の提出が行われました。2限目には、2011年度ゼミ生幹部生、OB/OG会の理事会の選挙が行われ、更にMark Downes氏にお越しいただき、Security Sector Reform (SSR)についてプレゼンして頂きました。（三須純スウネ）
On January 11, Mr. Mark Downes, the Head of the International Security Sector Advisory Team (ISSAT) and the Assistant Director of the Geneva Centre for the Democratic Control of the Armed Forces (DCAF), visited Hosei University and made an informative presentation on the subject of Security Sector Reform (SSR). He responded to questions asked by Hosei students.

本日は、世界銀行駐日代表谷口和繁様と国際協力機構バングラデシュ事務所の丸山隼人様にお越しいただきました。1時限目には、『天然資源への依存から脱却し持続可能な経済発展をとげるための方法とは』のテーマの下、開発経済班がプレゼンを行いました。2時限目には、谷口様に『G20の役割と課題』のテーマの下、ご講義いただきました。

本日は、グループに分かれてディスカッションを行いました。1時限目には「知識」について、ランダムに決められたグループに分かれてディスカッションを行いました。知識には本から得るものと経験から得る「ものの知識」と、自明である「真理の知識」があり、知識を得るには面識から認識への昇華が必要であり、そのためには帰納法と演繹法が有用であることを理解しました。そして、その過程が論文を書く際には特に重要であることを理解しました。2時限目には各研究班に分かれて12月19日に行われるG-GAP主催のシンポジウム「東アジアの激動から安定への可能性」の予習も含めてディスカッションを行いました。授業の終わりには、各研究班のディスカッションで出た意見などを発表し合い、共有しました。長谷川先生は為替政策に対する中国と欧米の考え方の違いを示し、同じ対象であっても見る者によって違うように見えるのだという事を強調されました。（三須純スウネ）

本日は、排出量取引の仲介等を行っているナットソース・ジャパンの高橋社長にお越し頂きました。まず４限目には、「排出量取引の国際的動向と今後の展望」と題して、京都議定書の削減目標達成に向けた様々なメカニズムや日本の対応についてお話して頂きました。また、京都議定書が失効する2013年以降の地球温暖化対策についても、各国の立場の違い等を交えながらわかりやすくお話頂いた後、質疑応答を行いました。５限目では、30日未明より開催されているCOP16において日本がどのような外交をおこなうべきかについてディスカッションを行いました。国益重視で動くべきか、真剣に温暖化ガスの削減に取り組むべきかで議論が分かれました。（近藤れな）
