 On 30 November, Visiting Professor of the UN University Institute of Advanced Studies delivered a lecture. First, he said that unlike traditional diplomacy, multilateral diplomacy on global issues is a sophisticated pursuit of common interests of the entire humanity centering around the UN. Second, he reviewed the evolution of environmental governance since the 1992 Earth Summit by citing important regimes for international cooperation, such as those on climate change, biodiversity, desertification and marshlands. Third, he explained that global warming is one of the most serious issues of this century, which needs to be stabilized before too late. Noting that all countries, whether developed or developing, “share common but differentiated responsibility and respective capabilities,” he said that unless this basic principle is agreed at the current negotiations in Durban on climate change, an extension of the Kyoto Protocol would be ineffective and meaningless, as Japan, Russia and Canada rightly assert.  On 29th November 2011, Ms. Mika Iwasaki, a senior communications officer of the World Bank Tokyo office, delivered a lecture. Firstly, she introduced the outlines of the World Bank group such as IBRD and IDA, and the background of the establishment of the World Bank. Then She explained that the World Bank financed Japan in 1950’s and 1960’s. Japan utilized these finance for making power plants and improving infrastructures. She also mentioned the development paradigm shifts and the new approaches as the examples of multi-sector approaches to health. [Diplomacy] British Ambassador David Warren Speaks to Students at Hosei University (November 16th)

 The fifth dialogue with an ambassador was held in the Sky Hall of the Hosei University on 16 November 2011 with H.E. Ambassador David Warren of the United Kingdom to Japan. First of all, Ambassador Warren explained the meaning of his being “Her Britannic Majesty`s Ambassador to Japan.” and how he was carrying out his responsibility to represent the interest of his country. After that, he spoke about the significance of trade liberalization and economic cooperation taking place in East Asia and also mentioned the security situation in Afghanistan and the Middle East. Ambassador Warren emphasized the importance of international cooperation.
Secondly, he explained the economic relationship between Japan and the United Kingdom. After his presentation, Hosei University faculty members including Professors Satoru Mori and Kwon Hoyon, and Associated Professors Alan Meadows and Hiromi Fujishige made their comments. Several students then asked Ambassador Warren questions about the changing British foreign policy, the financial crisis in Europe and other issues. (Saki Sakamoto)

 On 15th November 2011, Mr. Kouji Abe, Director of the Human Rights and Humanitarian Affairs Division of the Foreign Policy Bureau of the Ministry of Foreign Affairs, lectured on the United Nations Human Rights Council (UNHRC). Firstly, He introduced several treaties to protect human rights as universal values. Then he explained the background of the UNHRC and the difference between the UNHRC and the United Nations Commission on Human Rights (UNCHR) which is an ancestor of the UNHRC. In his explanation on the institution-building of the UNHRC, he mentioned the Universal Periodic Review (UPR) and the special procedure in a particular country or theme. And he talked about the Office of High Commissioner for Human Rights (OHCHR) as a department of human rights in United Nations Secretariat. [Diplomacy]November 9th “The Next Steps: What Lies Ahead for the US-Japan Relationship”(H.E. James P. Zumwalt)

 On November 9th, H.E. James P. Zumwalt, Deputy Chief of Mission of the US Embassy in Japan, came and made his speech in the Diplomacy class. He delivered the speech on ‘The Next Steps: What lies ahead for the US-Japan Relationship’, after the opening speech by Professor Mori Satoshi, the Chief of the Department of the Global Politics. In his speech, he especially focused on the following three points: security relationship, economic relationship, and people to people relationship. He also told with an emphasis that Japan and United States share common interests and values such as liberal democracy. Following the keynote speech, under the Professor Suzuki’s moderation, Professor Mori and Associate Professor Meadows gave their comments. Then some students asked various questions to Minister Zumwalt. After that, Professor Hasegawa lastly suggested to him, “Sharing common interests are important, but the economy is not everything.  On 18th October 2011, Mr. Hasegawa Shinichi, Director of ILO Office in Japan, gave us a lecture on “ILO and Asia, Decent Work”, and explained activities of ILO toward natural disasters. In particular, Mr. Hasegawa mentioned ILO coping with Aftermath of the 2011 Tōhoku earthquake and tsunami, also he explained ILO is technical assistance to some countries such as Sri Lanka. And as he lecture, emphasized “Decent Work for All” based on setting international labor standard, monitoring system of the standard, and international technical cooperation program. After exposition of “Decent Work for All”, Mr. Hasegawa commented his personal opinions about “foreign labors”, “immigrants”, and “Convention Concerning the Prohibition and Immediate Actions toward the Elimination of the Worst Forms of Child Labour”. Moreover, Mr. Hasegawa expounded changes of global labor market with china economic growth.  On October 12 2011, Professor Hasegawa first explained in his class on “Foreign Policy” the evolution of security arrangements made by nation states in achieving their national security. These included a traditional security alliance to various collective security arrangements. [IntOrg] (11 Oct 2011) Hasegawa: “Prime Minister Mari Alkatiri Explained Timor-Leste Efforts to Achieve MDGs at UN General Assembly 2005”

 On 11 October 2011, in his class on international organizations, Professor Hasegawa delivered a lecture on the theme of “Millennium Development Goals (MDGs)”. In explaining how he helped the Government of Timor-Leste in achieving MDGs, he introduced a video showing then Prime Minister Mari Alkatiri addressing the Special General Assembly of the United Nations in 2005. Professor Hasegawa noted that in spite of setbacks encountered during the financial and economic downturn in the world as a whole, moved towards reducing poverty by half. By referring to the latest MDG 2011 Report, he mentioned the Secretary-General declared that the global poverty rate will have been reduced to 15 percent by year 2015 which represented a substantial reduction and far below the target level of 23 percent. Professor Hasegawa also noted that the main obstacle to achieving MDG targets was inequity among income groups as well as those in urban and rural areas.

 On the 28th of Sep. 2011, Professor Hasegawa started his course on Comprehensive Diplomacy. In his first lecture, he explained the meaning of “diplomacy” in terms of its roles. First, Prof. Hasegawa focused on the roles of diplomacy in achieving national interest. He explained the changing roles and the significance of diplomacy in the Westphalian world of independent states and the post-Westphalian international system. In addition, Prof. Hasegawa touched on the relationship among international society, civil society, and individuals. He also analyzed the meaning of national sovereignty and equality. Second, Prof. Hasegawa explained the need for a paradigm shift and the four elements of diplomacy including security being part of “the diplomacy of globalization in the world” as well as a variety of globalization issues as disparity and major diplomacy issues. Moreover, Prof. Hasegawa referred to the international political economy trends and the theories of international politics system. In this regard, he mentioned the understandings of the world as advanced by Machiavelli, Thomas Hobbs, Harold Nicholson, Ernest Satow, Hans Morgenthau, Henry Kissinger and Kenneth Waltz. 【Global Governance】7/13 Global Environmental Governance

On 29 June 2011, the last day of Global Governance class, Professor Hasegawa delivered a lecture on the “Global Environmental Governance”. The lecture was divided into 5 parts: the definition of global environmental governance. global conferences, institutional mechanisms, climate change, the requirements for effective global environmental governance. In part1, 2, 3, he explained a number of conferences and the reasons for establishing institutions such as UNEP and UNFCCC. Moreover, he introduced Kyoto Protocol that aimed at reducing the emissions of green-gas materials in detail. In addition, he explained the key role of the USA and China as well as the need for renewed international commitment to sustainable development. In final part, professor Hasegawa concluded lecture with a brief identification of 5 challenging factors for effective environmental management: population growth, justice and equity, technological improvement and need for change in life-style.
