First of all, he asked a basic question: “What are the reasons that nation states create international organizations that would restrict their independence and sovereignty?”
He then reviewed the historical context in which international organizations have been created and also the changing relationships between international organizations and sovereign states. He also mentioned the changes that took place in the roles, policies and structures of international organizations since the World War I and II.
