<Ⅰ. Opening Remarks>
Good afternoon, everyone. Welcome to the Hosei University’s Dialogue with ambassador. It is my honor to invite Mr. David Warren who is the United Kingdom ambassador here today. On behalf of the faculty of law, I would like to deliver at most gratitude for your coming to Hosei University and spearing your precious time with us. It goes without saying the relationship between Japan and Britain goes by a long way. The first British citizen for Japan, William Adams landed Japanese soil in 1600. Since then, our relationships have evolved special and strong political, economic, commercial and cultural ties between two countries. In fact, Hosei University occupied world unique position on history of the relations. Let me mention two facts. First, all of students of faculty of law, department of global politics go to the University of Oxford, University College for two weeks in summer to engage group research and presentations. The second point is the most British well known diplomat in Japan Sir Ernest Satow. There were his residence within our campus in past. The address was Fujimicho 4 chome, 6banch. For those of you who may not know him, I encourage you to read Sir Satow’s memoir “Ichi Gaikoukan no mita meiji ishin.” Hosei University had developed bilateral relationship. Ambassador Warren is also a British diplomat with deep knowledge and understanding of Japan. It is a great pleasure to have him and his speech of issues on international relations. I am sure that Sir Satow is also pleased to welcome him to this very location. I would like to thank you again on delivering speech to our students.

Her Britannic Majesty’s Ambassador to Japan, David Warren, he is the representative of queen and Japan that means representative of the head of state, queen not of particular government. He told us five topics mainly today; human rights, economy and diplomat, environment, education and culture, the importance of relation to Japan and Britain and support for Japan’s participation to Security Council.
1.The importance of relations to Japan and Britain
It’s important to advise policy. It is important not thing diplomacy something some criminal and distant from every day’s life. Welcome to do diplomat Embassy to try there. Tokyo should be doing very much people everyday life. Now, the work of doing the Embassy is primarily to succeed to promote interests of Britain and Japan about speaking for that means about complain relating each other to fever taking world how British policy was. I represent whole British government so I’m responsible not just perform policy questions. I’m responsible economic policy questions. I’m responsible for defense policy. I’m responsible for if I think government part is London. Japanese health care opposite and aspect Japanese transportation policy ideal as Ambassador with if you task of protecting British. All these area’s policies are responsible Japan and British government rival represent Embassy all.
So, it is important Embassy is representative all government should be joining up working together smoothly and provide citizens. Part of the biggest problem all face bad life is organization thinking “tatewari- gyousei” as we say in Japanese. I’m very keen to emphasize Embassy representative whole countries. That is start with foreign policy because starting points any Embassy was capacity who work with foreign ministers together. Of course, primarily, contact to Japanese government talking to be in culture straightly. I’m very fortunate in Tokyo that I’m Ambassador in a country Japan which has extraordinary close to cordial relations with United Kingdom. As Kono Sensei says introduction, we have close cultural economic political contact. I want to unpack sentence model Japanese in practice 2017 true with foreign policy. Japan can civilize. We major in sometimes looking forward to waiting event in the United Nations. 2. Human Rights and the participation of Japan to Security Council
We go to you see how Japan take a life human rights I think as well. We help about human right democratization with Obama to Myanmar. We have by beginning of process wars of democratic elections by listening to Aung San Suu Kyi and by first educations that means establishment is beginning to wallet horrible thing. It is prosecution political payment. We have very long way to go but we encourage to civilize to Japanese government on the mean to encourage organization for the same time that is accountable foreign prove to be situation. Other example, human rights related to problem very hundreds to do Sri-Lunka, where civil war has seemed to beginning up to civilization admission exercise which we feel. Some issues during inter missile civil war strive to be government expose past ten years if Japanese government posed to provide investment future peaceful country. These are the examples of this use. The cost discusses in the United Nations and the cost of this discussion is by major developing emerging powers. It is important that we talk to Japanese government treaty. Its problems are to see the influence of Japanese government where they can discuss using publicly and which calm position which been to together with constructing investment influence in result will be differences. This destructions about policy discussions we do civilize issues and that is one of the reasons why we are so keen to see members of Security Council as that organization report to reflect international relations today from 1940. Our foreign policies discussions with Japanese also talk about who were English developing and the situation here in East Asia which is like consent our colleagues.
The important responsibility is to maintain East Asian. We hope very much that we will able some closer defense corporation with Japanese government. They are many ways in which we can learn from each other recently where Japanese principle not least terrible emergency disaster in which we can share knowledge ecstasies and made some strategies and original issues who want to this. We have close friends. United States contribute to the process of East Asia developing original architecture of organization. In Europe, the second war we have successful in building architect us there was organization 1949 which force European countries and all the American counties would be defended embassy by Soviet Union satellite. Then, there was the European Economic Community in 1957. Common market and common organization in issues of economic and financial grow until recently crisis. It brought to common energy problems and national ecstasies. That organization has been very strong base. Russia develops the same source organization. That is question and made the answer. It is very important relationship. I think Britain and Japan have an important role together and Japan has an important role increasingly.
3. Economy and diplomat
We also talk about the Economic relationship and are to touch on by the train industries. Industrial relationship is very close to Japan. Investment, from Japanese countries is strong. You have 12,000 Japanese companies; TOYOTA, HONDA, NISSAN, SONY, Panasonic, SHARP Heavy Industry Company, Mitsubishi and Kawasaki etc. They create hundreds thousand jobs. Now, Japan is major state in the British economy. Japan is very positive, constructive and reliable country. Japanese technology has great skill. It is tremendous successful story. Japan contributes to British economy very strongly. As Ambassador to Japan, my responsibility is to support Japanese and UK life. My jobs as Ambassador are to support directions and prosperity. That is very important point because foreign ministries around the world focus on the prosperity. I organized strategy, “Gansyo” with former ministry Mr. Kan and Maehara. Foreign ministry support economic growth by supporting prosperity related to activities. Our British Prime Minister, Cameron has said at the time of great economic situation, three important objectives for government economically has to reduce the size of the government spending, cut the deficit of the government and promote infrastructure investment which means building more rail ways and promote trade. So, Embassy support activity and I spend large my time to support British company to do it.
At the same time, indicated concern is the crisis of Greece which spread other countries. These entire uncertain emphasis pressure on G8, which are developed countries; Britain and Japan, and G20 including emerging countries as well to agree strategy to secure economic growth to encourage free trade to encourage effective global economic management. As British Ambassador, I have to talk to foreign ministry; finance and trade ministry about G8 and G20 discussions agenda about talking about that for more each other communication because a lot of wars agenda about international economic discussions are the choice of Japan. Japan should negotiate trans- Pacific countries. Making those political choices is to give reproduce more free trade. It is very difficult decisions. It is tough choices but maintaining network and maintaining network of regulations across economic social life also impose on very high cost business. There is increasing desire that Japan gives the process of less regulated society obviously needs more regulations. More regulation is to bring to protect consumer in this help to maintain safety and to maintain fairness. Regulation has to be fair. They have to be transparency. So, deregulation is very important. Britain is the long way to be better regulation. For it, we try to share our experience with government and business in Japan experience too.
4. Environment
I mention about the environment. We have to reduce the use of oil. We have to save energy more efficiently. That means by maintaining present energy, and we have to find the way to reduce car emissions. Japan has turned off maintaining industrial basic economy at the same time reducing car emissions. When national crisis is in Tohoku diplomat on nuclear power and on energy, they generally change together and maintain tremendous strong record energy useful the same time to produce. So, Japan has fantastic record. It is important that Japan and Britain and other European countries maintain high level ambition to reduce car emission. That’s why I think that Japan play constructive role in the United Nations discussions in South Africa next week. I have responsibility to promote British government help Japan to play conference.
5. Education and Culture
My colleague British Council, she works in Ichigaya. Her work is to provide high education. She helps that more British students come to Japan and more Japanese students study in the UK. At the same time, British Council educates culture. So, we see great potential.
UK countries people think about promoting UK more because London will be Paralympic for a few weeks next year. I want to promote UK. I always try to speech these points in Japan because I know the image to Britain in Japan like other countries. The concept “gentleman” is so strong I think. Britain today is quite different country compared to in the 18-20 centuries. Britain today is much more diversity; different skills, different background. Eighty percent people in Britain are outsiders and they are immigrants. They have very high capacity. That may makes Britain more exciting culture. It is diverse culture in Britain in terms of nationality, gender, sexuality, sensitivity and standing import to diversity, which brings to teams and groups people of different skills, different backgrounds and different spirits.

1. What kind of coordination or cooperation can we build in Japanese foreign policy with China?
Chinese economy grows and China becomes responsible to International society. Foreign ministries should have dialogues to support them. One of British governmental policies to China is to support to play a role in United Nations. We try to discuss them because they have many problems such as respect of human rights rule of law.
2. Why UK involve successfully make relations with colonies?
I think it is very frank. I went to Kenya for three years as a diplomat in 1980s. We have very close relationship with Kenya. Kenyan government approached to human right and it was great to business because Kenya has a lot of problems. We also encourage doing many respects each other. I think one of the secrets of foreign effective relationships to foreign colonies is the policy. That’s very important.
3. How do you think about present situation of study abroad?
I would say the number of younger people which want to study abroad and work abroad experience in other countries has been to decline in Japanese past three years,. The number of Japanese students in America decline in the last ten years, the number of British students down too. I encourage them to work abroad and study abroad. Japanese young people have to become more confident, not fail by studying abroad, working abroad and traveling abroad some way.

Ambassador, thank you one again for your very illuminating lecture. I think, from your speech, we learned a lot about the common interest which Japan and United Kingdom shares. Also from dialogue with students, we learned about British views on key issues in the international relations as well as the condition of British economy or societies. David Warren
Mr. David Warren took up his appointment as Ambassador to Japan in July 2008. He is responsible for the work and direction of the Embassy, and is the representative of Her Majesty The Queen in Japan. He was born in 1952, and graduated from Oxford University. He joined the Foreign and Commonwealth office in 1975, and has spent much of his career dealing with Japanese and East Asian affairs, in both Tokyo and London. He has served twice in Japan, 1977 to 1981 and 1993 to 1998, as well as in Nairobi, Kenya. From, 2000 to 2004 he was a Director of UK Trade and Investment in London. David Warren was Director, Human Resources at the Foreign and Commonwealth Office in London and a member of the FCO Board of Management, from 2004 to 2007.
