Professor Tatsuro Kunugi delivered on 31 October a lecture to graduate students on the changing roles and functions of the UN system, with more than 7 billion dollars a year for its peacekeeping budget.



He pointed out that states and non-state actors are now working together and sharing responsibility in maintaining peace and stability. A new concept of proactive “peace fostering” is needed for global security.
