At the Tokyo-Beijing Forum hosted by the NPO Genron, a multifaceted discussion was held on topics ranging from UN reform to public diplomacy, with the aim of resolving global conflicts and building peace. Mr. Takahiro Shinyo (former UN Ambassador, Special Advisor to the President of Kwansei Gakuin University) pointed out that, with the UN not functioning to resolve the conflicts in Ukraine and Gaza, if a war were to break out between countries in Asia, it would be far more likely to result in a direct clash between major powers than in Ukraine or Gaza. Mr. Shinyo then expressed the view that, with the current situation of confrontation between major powers, “the UN Security Council mechanism will probably not function in the future. He also expressed the view that no matter how the UN is reformed, it will be impossible as long as the veto power exists, and that some kind of mechanism must be created outside the UN, but as there is currently none in the Asia-Pacific region, he proposed Japan-China cooperation in the creation of an Asia-Pacific version of the Organization for Security and Cooperation in Europe (OSCE).
